Welfare department of Rigas city council (former Rigas Addiction prevention centre) work with addiction prevention since year 2000, when centre started as Drug prevention centre and main work was work with drug users to motivate them quit and research main reasons why they start drug using in Latvia after followed work with alcohol prevention and tobacco prevention, process addiction prevention. Main target group of public health promotion and prevention of welfare department is youth and professionals around them and their parents.
Main task is to 

• Educate society about addiction, addiction prevention
     a) Educational work with young people
     b) Educational work with professionals who work in everyday life with children
     c) Educational work with parents
     d) Educational work society in general – campaign, website, cooperation with
         politicians and mass media, ECT 
• Promote life skill to keep addiction free prevention
     a) Psychosocial group programmes for children (with smoking problems, computer
         addiction, behavioural problems, ECT),
     b) Individual counselling for children and parents,
     c) Life skills promote programme for parents and co – addicted persons,
     d) Educational courses for professionals how to work with children in addiction
         prevention.
• Support young people and their parents for treatment and rehabilitation.
     a) individual counselling,
     b) motivation programme for children who use regularly substances and do not go to
         school
     c) survive traffics and camps for children from risk group

Prevention unit cooperate with education department, social service, police, NGO, health institutions, ECT.
